Our strengths are our work ethic and credibility with Legislators, their staffs and others at all levels of government with whom we deal.

For more than 20 years, Tom has provided non-legal government and public affairs services on behalf of his clients before federal, state, and local governments and regulatory agencies. He has also managed numerous local and statewide political campaigns for candidates and ballot related initiatives.

As the owner of Tom Clark Solutions, he provides a full spectrum of services to assist clients in achieving their business and political goals. Tom understands how to build relationships and devise strategies to get companies the results they seek whether it’s lobbying before local, state and federal governments, regulatory environments, business-to-business networking or political and community support for a business, project or campaign. Tom also provides expert public relations services for clients and strategic consulting for community education campaigns as well as state and local political campaigns.
Paul Young

PAUL YOUNG

Partner

Prior to becoming a partner at Tom Clark Solutions, Paul Young was the Deputy Director of Government Affairs at R&R Partners. He managed a diverse range of clients, advocating for them at the state and local levels. Paul has been active representing clients in the healthcare, gaming, mining, transportation, education, and emerging technologies sectors and successfully navigated his clients through several regular and special sessions of the Nevada Legislature.

Formerly a Deputy of the Criminal Division of the Washoe County District Attorney’s Office and the Nevada Attorney General’s Office, Paul prosecuted felony, gross misdemeanor and misdemeanor cases as well as conducted civil litigation.

Paul attended the University of Nevada, Reno, and law school in San Diego. Upon earning his juris doctor, he clerked for the Honorable Scott N. Freeman in the Second Judicial District in Nevada, and Governor Brian Sandoval in the U.S. District Court in Nevada.

Paul is a Reno Native and an avid outdoorsman who enjoys hiking, fishing and traveling.
Shelly Capurro

SHELLY CAPURRO

PARTNER

Shelly is a native Nevadan with a lifelong connection to politics and elections, hitting campaign events and parades throughout the state with her family from an early age. She brings extensive experience before the Nevada Legislature and various local government entities in northern Nevada, while representing a diverse range of clients – spanning telecommunications to healthcare.

Before joining the firm, Shelly served as Associate Director of Legislative Affairs for nearly a decade at a prominent Nevada law firm. In June 2024, she was appointed by Governor Lombardo to the Nevada Commission on Tourism and currently serves in that role. Shelly is also a member of the Board of Directors for the Lake Tahoe Shakespeare Festival and is a member of their Governance Committee.

Shelly's career also includes time at the Nevada Secretary of State’s Office, where she assisted the Deputy Secretary of State for Elections in managing the Elections Division. She led efforts to ensure compliance with Nevada’s election and campaign finance laws for candidates, public officials, and political action committees (PACs). Additionally, she oversaw the state’s legislative bill reporting system, statewide petitions, and legislative advocacy, and played a key role within the election night returns and the election certification team.

A passionate advocate for community service, Shelly has been involved in philanthropic efforts across Nevada since earning her degree from the University of Nevada, Reno. She has volunteered with organizations such as St. Vincent’s Dining Room, Habitat for Humanity, Junior Achievement, and the Sierra Nevada Chapter of National Charities League, where she served on the board as Parliamentarian. Having taught classes at the University of Nevada, Reno, Shelly is a proud alumnus of UNR and also of Tri Delta Sorority.
Keith Lee

KEITH LEE

SENIOR ADVISOR

Keith Lee has been involved in politics virtually his entire life. His introduction to politics was in 1952 when he accompanied his father, who was walking door-to door for Alan Bible, who was then running for the Democratic nomination for U.S. Senate. He co-managed Ralph Denton's campaign for U. S. House of Representative in 1964, supervised Governor Grant Sawyer's northern Nevada campaign office in 1966, managed Dick Bryan's campaign for Governor in 1982 and has served in fund-raising and advisory capacities for several local, state (including legislative) and federal campaigns.

His first session as a lobbyist was 1983, where he served as a lobbyist for Governor Dick Bryan with responsibility for the passage of his budget. Over the '85 '87 and '89 sessions, he lobbied for the Wildlife Commission of which he was a member and then Chair. In 1991 and continuing to the present, he has represented Southwest Airlines at the Legislature.

From 1970 to 2001, he maintained an active law practice; his lobbying activities were on an "as-needed" basis. In 2001, he became a full-time lobbyist and has lobbied full time at each Session since 2001.

Nicole flangas

Director of Government Affairs

Nicole brings extensive experience in public policy, government affairs, and community leadership to her role as Director of Government Affairs at Tom Clark Solutions. A third-generation Nevadan, she earned her bachelor’s degree and MBA from the University of Nevada, Reno. While at UNR, Nicole served as Student Body Vice President, advocating on behalf of students and the Nevada System of Higher Education.

Nicole later served as Committee Manager for the Nevada Senate Committee on Health and Human Services during the 81st Legislative Session under Chair Julia Ratti. That experience strengthened her ability to navigate complex policy issues, build coalitions, and translate ideas into meaningful action.

Committed to Nevada’s continued growth, Nicole focuses on advancing K–12 education, promoting business-friendly policies, supporting economic diversification, and balancing responsible development with land conservation and outdoor recreation.

Nicole also serves as Executive Director of Public Policy for the Nevada Outdoor Business Coalition and as an appointed member of the Washoe County Open Space and Regional Parks Commission. Through these roles, she helps shape policy related to public lands, regional parks, conservation, and Nevada’s growing outdoor recreation economy.

Outside of her professional and community service, Nicole enjoys skiing and exploring the landscapes that make Northern Nevada home.

PETTER PARELIUS

Associate

Petter brings a background in public policy, government affairs, communications, and legal research to his role as Government Affairs Associate at Tom Clark Solutions. Originally from Petaluma, California, he graduated from the University of Nevada, Reno with a degree in International Affairs and a minor in Business Administration.

Petter first joined Tom Clark Solutions as a Policy and Public Affairs Intern, where he gained hands-on experience researching legislation, tracking policy developments, preparing briefing materials, and supporting clients across a wide range of issues.

His professional background also includes experience in journalism, legal research, and business operations, giving him a well-rounded perspective on policy, communications, and the issues affecting Nevada’s businesses and communities.

Petter’s work focuses on policy issues related to business and economic development, energy, and healthcare, with an emphasis on understanding how legislative and regulatory changes impact Nevada’s industries and communities.

Outside of work, Petter enjoys skiing, golfing, playing tennis, working out, and spending time outdoors throughout Northern Nevada.
